It doesnt show up on my Add or Remove Programs thing

Its called VirProtect and it wont go away.

It stopped all of my other anti spyware and virus protection stuff from starting up.

Try re-downloading any anti virus or spyware software.

Also , try a google search for hi-jackthis.

It seems like one of those "fake anti virus trojans".

Do any scans and deletions in safe mode , just so you can kill it with ease.

Yep sounds like a rogue spyware program. Try using SuperAntiSpyware

Load in normal mode but run in Safe Mode. This will take care of this infection for you.
