I have a Dell Inspiron 1505 and when I click on start and goto shut down it wont. It dims out like it should, but then just pops back to life. I have an anti-virus, spyware, and malware protection. I have tried downloading, Security Task manager and I do not see anything weird running. Any suggestions?

Older computers act stupid once in a while. press and hold down the power button to power off the unit. turn it back on and shut it down like u said and see if the problem continues.
